  • Request for proposals are invited for Consulting Support for Technical-Programmatic Monitoring of German Red Cross Interventions in Latin America. Closing Date: 17 Jul 2024 Type: Consultancy Description of the consultancy: The German Red Cross has identified the need for support for the programmatic and technical monitoring of various initiatives that it implements jointly with National Red Cross Societies (NSs) in Latin America. The contract would be made effective through the Honduran Red Cross. Background The German Red Cross has defined in its roadmap for the Americas two areas of focus and 7 sub-areas of intervention. Among these 7 sub-areas is support for developing climate change adaptation actions, disaster preparedness, impetus for the adoption of anticipatory actions and response to disasters and crises. In this framework, it developed various initiatives aimed at strengthening the capacities of SNs in Latin America. These initiatives range from accompanying actions to respond to the cross-border migrant crisis, to working at the community level to improve resilience to disasters. This work requires a precise technical approach that involves having trained human resources in the task of providing methodological solutions to the various challenges faced with its implementation. Estimated duration: 5 months Start date: August 01, 2024 End Date: December 31, 2024 Objective: Support the fulfillment of the technical interventions executed with National Societies in Latin America within the framework of the project agreements that are developed in 2024. Product/Service Supervisor: Officer and program delegate of the German Red Cross in Honduras (CRAL). Travel Description: Continuous and scheduled trips to the 12 countries of Latin America where activities are carried out and others where their presence is necessary. Travel expenses will be covered by the German Red Cross delegation. Workplace: Tegucigalpa, Honduras. Payment methods: per product Dedication: exclusive Contact address: blanca.tercero@cruzroja.org.hn or kenia.vasquez@cruzroja.org.hn Activities: Support the development of municipal anticipatory action plans in Guatemala, Honduras, and El Salvador, including the development of risk models, design of activation mechanisms, and anticipatory actions. Accompany and follow up on the development or update Early Action Plans (complete or simplified) in support of SNs. Facilitate readiness actions for possible activations, including the development of simulations and drills, gathering information in areas of potential impact, prepositioning, etc. Accompany post-activation evaluation processes of anticipatory action mechanisms, including community information surveys and documentation of lessons learned. Support the dynamization of inter-institutional technical groups in the country for anticipatory action. Facilitate initiatives for capacity building in national societies, including training processes for community resilience, anticipatory actions, management of emergency operation centers, CEA, WASH, etc. To monitor the operational and methodological effectiveness of capacity development processes at the level of the intervention communities. Accompany in the processes of design and implementation of environmental and climate change actions. Required Profile: Essential requirements: Proven knowledge of risk management work at the community and municipal levels, including the localization of anticipatory action mechanisms. 10 or more years of verifiable experiences within the International Red Cross and Red Crescent Movement. Proven experience through CV in the facilitation of the design process and/or implementation of anticipatory actions and FbF mechanisms. Experience proven through CV in the facilitation of training processes. Experience in facilitating risk analysis processes using the AVCA tool and environmental planning and climate change adaptation. If the candidacy comes from outside Honduras, the economic proposal must consider that the Honduran tax regime withholds 25% of the sales tax. Individual consultants will be evaluated based on the following criteria: Cumulative analysis: The contract will be awarded to the individual consultant or company that obtains the best technical-economic combination. Where technical experience is equivalent to 60% and economic experience to 40% of the total qualification.
