  • Tenders are invited for Policy Support to Establish an Information System for the Agri-Food Sector (SISAGRO) in Honduras Scope of work The firm will be responsible for the following activities: Output 1. Draft a policy roadmap report (50%) As a part of the first component, the selected firm will take the lead in drafting a policy roadmap report intended to provide guidance for the development of all the information modules to be part of the Agri-food Sector Information System (SISAGRO) in Honduras. The final report will include the following, but is not limited to: 1. Creation of the Agri-Food Sector Information System (SISAGRO). ยท Diagnosis of current agri-food information service (INFOAGRO), including information generation, processing, analysis, dissemination and use within the agri-food sector. ยท Identified gaps, bottlenecks and challenges in developing the integrated system at policy, institutional and user level. ยท Recommendations of policy instruments (including decrees, regulations, guidelines) necessary to establish SISAGRO. ยท Recommendations of the information modules that the agri-food sector information system platform must have, including its generation frequency and user types, to keep its different types of users informed. ยท Development of a draft framework policy document for the establishment of SISAGRO. ยท Technical standards for agri-food information generation and use. 2. Proposal for the design of the online platform for disseminating information related to the agri-food sector generated and collected within SISAGRO based on the framework document. ยท Identification of specific requirements for SISAGRO, including the articulation of current data sources at the national level, security, infrastructure, technological (hardware and software) and human resource gaps. ยท Analysis of data collection and generation processes. ยท Detailed user profiles for different roles in the system (e.g., farmers, researchers, authorities, policy makers, etc.). ยท Design of the database structure for efficient data capture, storage, retrieval, use and disposal. ยท Consideration of scalability and performance optimization. ยท User Interface (UI) design through the creation of wireframes and prototypes for each thematic module. ยท Proposals for Application Programming Interfaces (APIs) to enable integration with other systems such as geospatial data geo servers, data collection instruments, etc. ยท Documentation of the platform design proposal for SISAGRO. Output 2. Conduct in-person and virtual training sessions (30%) As part of the second component, the firm will conduct training sessions for approximately 20 participants in Honduras, primarily government officers. One session will be conducted in person in Honduras, and two will be conducted virtually. The firm-s responsibility will include: ยท Designing training sessions: The firm will be responsible for inviting speakers and developing the workshop's content in collaboration with the World Bank's technical team and SAG-INFOAGRO, IT. This will include organizing the agenda, selecting relevant topics, and ensuring the workshop provides valuable insights into utilizing information systems in agriculture. ยท Developing training materials: The firm will create comprehensive training materials tailored to the workshop's objectives. This includes digital and printed materials, visual aids, and other resources necessary for an effective learning experience. ยท Logistics for in-person training session: The firm will lead a one-time in-person training session in Honduras, tentatively scheduled for August 2024. The firm's responsibilities include designing the in-person training team, contracting with trainers- team, and managing travel arrangements to Honduras and accommodation. Major logistics issues other than trainers- team-related accommodations, will be managed by the client country and the World Bank technical staff. These sessions will cover: 1. Remote sensing for the estimation of crop areas and production volumes ยท Utilizing remote sensing techniques (remote sensors) to estimate areas of interest crop cultivation, including platform selection, data processing, analysis, result interpretation, and integration with other data sources. ยท Methodology and parameterization for classifying fields with crops of interest in Honduras. ยท Development and use of predictive models based on remote sensing for estimating crop areas and production volumes. ยท A methodology manual for using remote sensing in estimating crop area and production volume. ยท Monitoring the estimation of crop area and production volume for staple grains (corn and beans). 2. Agrometeorology ยท Introduction to key meteorological variables and forecasts and their relationship with agriculture. ยท Application of agrometeorology. ยท Workshop on crop monitoring and planning and risk management for technical recommendations in field production. ยท Workshop to optimize water use in local contexts, including designing effective irrigation system in the region. ยท Soil remote sensing and its applications in agrometeorology. ยท Development and implementation of an Early Warning System for climate risk management ยท Discussion to identify government requirements and mutual communication. 3. Other training gaps identified during the diagnosis phase (Output 1) Output 3. Bi-lateral Workshop in South Korea (20%) As part of the second component, the firm is tasked with leading a bi-lateral workshop that will host a maximum of 6 participants from Honduras for a duration of five days in November 2024 (tentative), following the international Korean Green Innovation Days (KGID) event. The firm's responsibilities will include: ยท Presentation at KGID: As part of the donor engagement activity and visibility enhancement strategy, the firm will present the mid-term results, including output 1, 2, and part of 3 during the KGID to share experiences with other. ยท Designing the Workshop: The firm will be responsible for inviting speakers and developing the workshop's content in collaboration with the World Bank's technical team. This will include organizing the agenda, selecting relevant topics, and ensuring the workshop provides valuable insights into utilizing information systems in agriculture. ยท Developing Materials: The firm will create comprehensive training materials tailored to the workshop's objectives. This includes digital and printed materials, visual aids, and other resources necessary for an effective learning experience. ยท Organizing Field Visits (tentative): The firm will coordinate field visits to an agrometeorological information center and up to three best-practice farms in South Korea. This will involve securing locations and arranging transportation. ยท Recording the Workshop: The entire workshop will be recorded (in Spanish) to facilitate further learning and for records. ยท Other Logistical Issues: The firm will manage all logistics related to the workshop, including venue setup, transportation for field visits, and any additional logistical needs. The workshop might include following topics, but not be limited to: ยท Demonstration of an operational agrometeorological and crop production monitoring information platform and its physical infrastructure. ยท The use of drones and thermal sensors in field agricultural crop monitoring (calculating area, identifying crop health, development, soil moisture, irrigation management and other issues). ยท Field practice to establish standards, procedures, and best practices for the use of drones in crop monitoring. ยท Processing and interpretation of multispectral and thermal images ยท Selection, acquisition, and interpretation of vegetation and thermal indices for monitoring productive crop variables. ยท Designing a database for the storage, tracking, and traceability of information collected with geospatial applications, drones and soil sensors. ยท Farmers- use of the agrometeorological and crop production monitoring information platform interfaces (web page and cell phone app) in their decision-making process. ยท Designing an information system architecture for using collected data to generate agricultural activity recommendations.
